分析了应用小波矩特征进行地面复杂背景下装甲车辆识别的理论依据,实地采集了某型坦克和某型步兵战车的灰度图像,提取其小波矩特征,采用支持向量机进行分类识别,进行了性能测试实验。结果表明:归一化后的图像的小波矩特征具有良好的不变性;小波矩特征对噪声和局部遮挡有较强的适应性,识别率比较稳定;支持向量机方法具有良好的分类识别能力。 相似文献

鉴于某型舰用锅炉过热器破损的主因在于其内部腐蚀,而破损的主要方式是由管头的溃烂开始直至整个管头烂掉为止,导致管子的胀接松动而漏泄。因此,过热器的使用年限全取决于管头的腐蚀速度。通过确定过热器内管头的腐蚀率、锅炉年内运行时间以及保养时间等要素来估算过热器的使用寿命。 相似文献

This paper investigates the budgetary trade-off structure of security (defence+internal security) expenditures in Turkey for the period 1983-1998. A modified version of Todaro's distributive share index of social welfare is used to quantify the impacts on the growth of primary budget expenditures of Security, Education, Health, General Administration, Infrastructure, and Social Services. We find that defence expenditures dominate overall security expenditures and are less affected in times of bottlenecks in the economy. A systematic pattern of negative budgetary trade-offs of security expenditures in terms of other components is not identified. We also analyse the expenditures of the Defence Industry Support Fund in an attempt to find the cost of the modernisation program to the economy. 相似文献

图像场景的自动检测,对于图像的标注以及语义检索具有非常重要的作用。本文研究根据实际应用的需要,围绕会晤、集会、海滩等八类特定场景图像的检测问题展开。首先对图像进行局部关键点的检测以及SIFT特征描述子的计算,从而提取图像的局部特征,在此基础上基于支撑向量机构建多分类器,进行特征训练,最终获得较为准确的检测结果。实验重点针对分类器核函数的确定以及特征选取策略等问题展开,实验结果表明,采用径向基核函数构建多分类器以及特征点按尺度大小排序取前n位的选取策略可以获得较为准确和鲁棒的特定场景检测结果。本方法在保证满足一定程度场景检测准确率的前提下,具有简单快速的特点,能够满足实际应用的需要。 相似文献

ABSTRACTThe Chinese military has embarked on a series of organizational and doctrinal reforms intended to better enable it to fight modern war. Prominent among these reforms is the growing emphasis on space to enable long-range precisions strikes and on counterspace to deny space capabilities to an adversary. The People’s Liberation Army (PLA) has officially designated space as a new domain and established an organization to command space forces. With this increased focus on space, the PLA may begin to develop a doctrine to govern the use of space in military operations. The higher priority given to space, especially space control, by the PLA coincides with similar actions by the US military, increasing the possibility of warfare in space and the risks of escalation. 相似文献

In recent international armed conflicts private security contractors (PSCs) have played an ever increasing role and military advisors and tribunals are facing the dilemma of assessing the primary and secondary status of PSCs under international humanitarian law. In this article the misconception that PSCs are necessarily mercenaries will be dispelled. The possibility that PSCs might be categorised as combatants or civilians will then be explored. The conclusion is that where they are incorporated into the armed forces of a state, PSCs might attain combatant status. However, given that states are reluctant to formally incorporate PSCs into their armed forces, they will most likely remain essentially civilian. Their degree of participation in hostilities will determine whether they retain their immunity under international humanitarian law from attack and prosecution (as civilians) or whether they are rendered unlawful belligerents. 相似文献
